In reply to your Despatch No. 2 of the
1st January last, I have the honour to inform you that the
matter of placing the Water Police under the Assistant Harbour
Master has been reconsidered in the light of the enclosed
minute by the Assistant Harbour Master in which he explains
that he is unable to undertake the additional duties unless
he is granted a substantial increase of salary. I consider
that in the special circumstances of the case it is desirable
in the interests of both the Harbour Department and the Police
Department to make a trial of this amalgamation even at the
enhanced expenditure involved and I have therefore to recommend
the following conditions of the proposed arrangement for
your favourable consideration.
(1.) That Mr. Basil Taylor should receive an
additional salary of £200 per annum without further allowances.
(2.) That he be permitted to reside in his own
house which will be connected to the Water Police Station by
Telephone, and
(3.) That he should be directly responsible in
the
